A writer has a far more permissive job, more elastic, that might not even count as a job but more like a hobby. The fact is that within each copywriter lies a writer. Yes, rules and concepts are very relevant. Yes, promoting something specific through writing is also relevant. But you will always need that creativity which allows you to play with words and ideas in the right way.
